User Can't Access Preferences in Lotus Notes

We have a user that can not access Preferences from the TOOLS button while in INBOX. The Preferences window never appears. When trying to access "Create quickRule", from TOOLS, we get a Notes error "Function is hidden". Other functins under TOOLS are O.K.

We have RESET DEFAULT PREFERENCES, refreshed and replaced design, ran fixup and compact. We are using Notes version 6.5.

Have you checked that a refresh design works ? You could try deleting the Inbox and refreshing the design from the server template.
