user cannot change password

I am an administrator for a small network and am having an issue with user users not being able to change their password even though I select "user must change password at nest logon".Even users with admin rights get the error message "you do not have rights to do this".And yes "uer cannont change password is NOT selected.

Perhaps you have installed the users on a local workstation and after that you inserted the computer to a domain, whith different user permissions.

Go back into User Manager For Domains and choose the "Policies" drop down menu and then select "Account". At the very bottom of the screen you'll see an option for changing passwords in there. Make sure the check is removed. I had this problem too...
