User cannot access/edit another user's history notes

I have allowed access to one of our users (almost to the level of a master) and she still cannot access/edit another user's history notes. I would prefer if no one could delete another users history item, but I need them to be able to see what the history notes say......

Any answers????

has the user made it private to themselves.

Go in and check been logged in as master rights.

Sounds like that record is OWNED by another user. In that case, this would be expected security behavior. Edit|Record properties to verify.
