User can not see new Public folder

been working on this issue for a couple of days. we made a new public folder with sub-folders. I the other administrators and the help desk have no problem seeing the contents of the new sub-folders. The two users who do need to see the contents get the famous error.

"outlook cannot display folder properties. this folder cannot be opened because there is a configuration problem on the server.

the thing is the two users CAN see all the other public folders and their contents.

I have even made the two users owners and still no go. they are also able to email the mail enabled sub-folders.

I tried using OWA but when they click on root folder they get "page can not be displayed"

i have read quite a bit but have not found a solution. the kicker is that they are able to see the contents of OTHER public folders. its just this new one we made that is giving them problems. this stinks of a permissions issue but for the life of me i can not pinpoint it.



Exchange 2010 SP2 Rollup 5.

clients are on outlook 2003 and 2007.
 
SP2 RU5? You're doing well! Maybe you mean SP1 RU5?

Turn on Outlook logging and see what it brings up.

If you create a sub folder of the folder they cannot see, does that allow them to see the folder?

Have you got the parent folder visible? If you make the users into Exchange admins, does that allow them to see the folders?
 
this is fixed and the solution is so stupid im ashamed to post it.

the users who could not see the PF contents were not migrated to the new exchange 2010 server.... their mail box still resided on the 2003 exchange server.
