user can call any number including land line and mobile even the 0 has been blocked

When we take the hand set i programmed to press 9 to take the outside line and then 0 by account code or land line only it is working but if user take the hand set again and start dialing any land line number or mobile it is going directly.i want to stop that one can you please guide me to that one.
I created some ARS but still problem happens .

Hi EngrZubair

You would probably have to into the user short codes and barr whatever you don't want them to dial.

If you don't want them to dial 011, then you would add a line like
code 011
feature barred
telephone number 011
Line Group 0

However, remember you might proceed the call with 9 (or something), and that would have to be added.
Make sure you allow WHATEVER your emergency through.
AND TEST IT.
