I have a 7316 that the user is complaining that the caller doesn't get the (User on other line) or (User is busy) how do you turn this on and off?

User busy on display

On the system taht it works on DND is blank. set A calls set B, set C calls set B and hears ringing but set C's display says (user on Line) and set B rings on intercom 2. How do I get this to work on every phone?
