User based Security similar to SQL Server Security

I recently was moved onto a new project team and one of the areas I need to research is User based Security. The client wants to manage the Users, Users Groups, and the settings permitted by each user group. They don't want to mange through database security (SQL Server) but to set up a field or fields to mange the settings. So basically I am looking for a sample app that will give a basic idea how to implement the tables, stored procedures (if need be) and how the security setting would interact with the form. We are still using vb6 with sql 2000. Or if anyone could direct me in the right direction I would greatly appreciate it.
