User Account on windows xp welcome screen disappeared!

Hello guys,

i'm trying to fix my windows xp pro. whenever i turn on the computer, it goes to welcome screen but the user accounts are missing. nothing to choose to logon and i cant go to windows beacuse of this. I used the CTR+ALT keys to change login mode to manual login, I was able to do that but for some reason the username and password i use doesnt work. any ideas please. thank you.

Sounds like your user accounts have been disabled.

Boot in Safe Mode.
Use the administrator account to login.
Reset your user accounts and restart.

i did that already, and even in safemode the same thing happens. accounts are not there and nothing to click on. i even tried a utility to reset the password but the utility couldnt find any account. i tried to repair windows, didnt help. time is against me, so i reformat the hard drive. but if you guys have any clue at all, please let me know.
