User access problems

All users must have admin rights to log into domain. Any account with limited rights must be domain admin in order to log in. Any ideas as to why this is? Does anyone know a fix?

i'm no tech guy, but I'd say that the domain security policy needs to have "Domain Users" added to the list of people who can log on locally...
