Use script or Policy to turn on/off systray clock

Does anyone know how to turn on the taskbar/tray clock using any of the following - policy, registry edit, script or API.

It seems that their are many ways to turn off the clock but none to turn it on.

Windows 2004 Termainal services turns the clock off by default with no way to override this behavior that is documented anywhere I have looked. In an article in I believe MSDN/MSJ one programmer said there was a way but declined to discuss the method.
