Use Public Contacts to share journal entries

Help, I am running a 5.5 server with Outlook 2000-2003 clients. My sales and business group would like the following.

Setup business contacts list in Public folders as contacts.
Each person record journal activity for a contact (phonecalls, letters, etc).
Each person be able to view the total journal activity of the group for that contact.

So far I do not see how this can be done. Is there a tool to allow this in Outlook? ACT! has been pushed down as a possible tool by management. They want to stay within MS tools.

You could write a custom Outlook form to accomplish this. Then publish the form as the default for the Contacts folder within your Public Folders.
