Use of MQRFH2

What's really the use of MQRFH2 ?

Can this be used as a way for applications to have an extension to MQMD to specify Message properties in a formilized way not really included in the message body OR is its use specific to JMS and MQSI ?

If it can be used by applications to specify message properties, how is it handled by an OS/390 application since the informations contained in the MQRFH2 must be in UTF-8 characterset ?
