Use of GPO to stop client installation

I have a Windows 2000 Server. Clients are running 95/98/2000/XP. Where do I go to with GPOs to deny installation of software/applications on the clients' computers? Will I be able to apply the GPO even onto pre-Windows 2000 OS? Kindly appreciate the help, anyone?
