use external option in FPSE 2002

We are trying to move Existing Visual Source Safe Database (that has both ASP applications and ASP.NET applications) from one server (Windows 2000 advanced server) to another (Windows 2003 standard edition with service pack 1). For that we need to have our IIS integrated with Visual Source Safe on the machine where we are moving our VSS database. But we are unable to see “Use External” option under “Version Control” Sub heading on “FrontPage Server Extensions 2002 - Site Administration” Page of Internet Information Services.

Please help me on this if anybody knows about it
