Use custom paper size for pin fed labels

I've read through a bunch of posts on this site and others and am still coming up with no luck.

As other people have noticed, I need to print one label at a time on an Avery 4013 (3 1/2" by 15/16" size of 5000 continuous labels) using a report.
It's being printed ona 24 pin dot matrix panasonic 2130.

I can do that, but after it prints the label, it feeds off another 10 inches of labels.

Here is what I have done so far:
1. Set my detail to the exact height/width of the label.
2. Set my top and bottom margins to 0.
3. Set the detail so it cannot grow.
4. Added a custom form size to the Print server properties.

Now, I'm not sure how to USE that custom form size. I'm guessing that this printer still thinks everything is letter size.
I've read something about needing to change something in that printers GDP file, but that is where I get lost.
I've opened up the file in notepad, but have not a clue as to what to change.


I think I have done all I can in Access right?
Can anyone help?

Just an update...
I used the label wizard and it got me so it wouldn't push out 10 inches of lables.
It still likes to push out an inch or so though.
I checked and made sure top and bottom margins are at 0...so i don't know where to look for what is advancing the feed.
 
Out of sheer frustration, I imported the older version of this report from a previous setup.
This same exact label does not push up an inch or more when it prints.
This is completly ridiculous because i have fiddled with every aspect of the report and paper sizes only to see that this report doesn't feed additional labels.

The problem with this one is that it gets off sync, so every 3 or 4 labels you have to readjust it.

I'm getting desperate here for someone who has experienced this or someone who can shine some light.
