I felt the need to add a post here as I recently had an issue with my telco provider placing a payload loopback test on my ds1 board and then not assisting in reolving the issue. after having searched several forums for information on this alarm/error combo I was unsuccesful at finding a simple resolution. after contacting the vendor I was advised to preform a reset board location to drop the test and resolve the issue.

You need to put a loop back plug (pins 1,2 4,5,)on the end of your t1 cable, with the vendor circuit out of it and run test again. If tests 138 through 144 all pass the problem is in the circuit coming from the vendor. if test 139 fails with the loop you could possible have a bad ds1 card or tone clock.
