If I have Win95a, can I get a file or a driver to make a USB card work.

no usb only came out with win95 osr 2, that is the lowest minimum requirments for usb ....

Right. Win95B is a whole other license, so there isn't a free upgrade available to you. OSR2 is the same as Win95B in case you didn't know already!
