USB TV Tuner Card- for Laptop

Dear friends

Further to prev querrry, for either of two models, which USB TV Tuner Card can be used?.. Toshiba 5205 uses NVidea 460 Go graphics controller; 64MB 250MHz
DDR external video memory while Tecra M1 uses Trident XP4m32 graphics controller; 32MB DDR video memory!
Was wanting the ones which derive power from the USB Port!!! (Both the Laptop models shortlisted boast USB 2.!

Was looking in for a laptop purchase!
Two shortlisted models are:
1) Toshiba 5205-S704
2) Toshiba M1 Tecra

Was stuck with few querries! Shall be grateful if
someone is able to guide me through!
**M1 Tecra, though fulfils almost all the
requirements, does not boost a TV out Port..Is it
possible to find some alternative..with USB
port/S-Video... to connect the same with the TV-IN
connector of my Sony Camcorder P115 E/My Television??
**Can I use the external (Slim) DVD - RW from Sony
DVRW1 with either of the two mentioned Models of
Toshiba (I know both come with option swap DVD
Burners)
***** Most importantly, can I use either of the two laptops for DVD Video Burning (with Packaged DVD -RW Writers)..to be played on home DVD Players

Shall really appreciate an early guidance since I need

A usb tv tuner can work with any laptop with a usb port. And even though the laptops have usb2, you need to make sure the usb tv tuner has a usb2 interface as well; usb1 is just too slow for the massive data that needs to come through for tv video, and as such usb1 devices have severely reduced display quality.
