USB on Dell Precision 530

I have been trying to get the USB ports to work on our Dell Precision 530 server with no luck. I have loaded the latest Hotplugg scripts but the USB ports are not seen. I have also been getting an error stating the '/proc/bus/usb' doesn't exist. Why???

P.S. The server is running Redhat 7.3, 2.4.18-3smp
