USB not working in Win2000 Adv Server

Does anyone know why Win2000 Adv. Server indicates that the usb controller is working fine but then when you plug something in it gives you an error saying that the usb controller is not working properly?

I thought that it might that it is not compatible with USB 2.0 devices but it is happening to other nonUSB2.0 devices as well.

I have this external HD that I am using to backup the data but it would not let me even after installing the drivers for it.

Please help!
