usb not being true plug&play devices

I just bought a new Toshiba Satellite laptop -it has 3 usb2 ports none of which will recognise any of my usb1 -- (I don't have any usb 2 devices) stuff ...when i initially plug it in - -.

If I let the computer hybernate or restart it with the devices already plugged in then the usb stuff works. i had this problem when i initially purchased the system-it came with windows xp - -i removed that and installed windows2000 professional and downloaded service pack 3.

I have the same problem that I had with XP and usb devices as i have now with windows 2000 - i was planning to change to 2000 anyhow -but would very much like to use my usb ports as plug and play as they were inteneded.

Any suggestions for rectifying this would be appreciated
