USB In Host OS?

So, I am setting up a virtual network where one of the hosts OSes requires access to a Smart Card Reader. The reader is USB.

When I have the OS in focus and plug in the USB reader everything works fine.

But if I, say, reboot the OS it doesn't see the reader again unless I physically remove it and plug it in again.

Is there a more graceful way of handling this?
