USB HDD - Drive letter not exist!

I use Hi-Speed USB 2.0 CASECOM HDD Box, when i plug-in to this divece into my PC (MS Windows 2003 Server). O/S install the USB device drivers... Everything is
ok but when i open my computer or windows explorer there is no device drive letter. Please help me, why drive letters not exists ? I login as Administrator account. Is there a security setting to run this device ?

Log in as administrator, computer management, disk manager,
select the drive and assign a drive letter. The same thing happened to me when using an external HD for backup.
