USB Driver Problems Under WinXP Home

I'm currently working on someones computer and I've came across a problem. The driver set upon installation of XP is not the correct driver, so I update the driver with a nother (hardware compatible, digitally signed) windows xp driver.

When I do this, the USB ports work fine without any errors at all. Yet when i restart the computer the settings no longer work, I have to disable and enable the device through device manager, then it works again. Is there any way to fix this problem. I myself don't mind doing something like this, but when telling a customer they have to do that everytime, it can give you a bad reputation. I was thinking maybe something along the lines of a batch file or something.
 
I would do that, but the computer I'm fixing doesn't have a way to connect to the internet. Another way I found was a devcon, but I'm trying to run it is a bat file that disable only a certain device (otherwise it won't work), however when running it as a .bat file the hardware ID doesn't work because it puts a space before and after every & sign and .exe won't work as a valid executable file unless through DOS (which underminds its purpose). Is there any other extension of way to fix this?
 
Place the carat symbol "^" before the ampersand to avoid batch expansion; e.g.
devcon disable 1234567^&234555
 
Thnx, now i seem to have a problem with this. The hardware ID for the device is PCI\VEN_1039&DEV_7001&SUBSYS_00000000&REV_11\3&61AAA01&0&0A , yet when I make a batch file that disables PCI\VEN_1039^&DEV_7001^&SUBSYS_00000000^&REV_11\3^&61AAA01^&0^&0A it reports that PCI\VEN_1039&DEV_7001&SUBSYS_00000000&REV_11\3&61AAA01&0&0A was not found. Is there something I'm missing here?
