USB devices not installing

Iam using windows 2000 server SP4 on Celeron 2.4 with ASUS mothet board. Clean installation. When ever I plugged any USB device (Mouse, phone) It gives the following error

The installation failed becuse a function driver was not specified for this device instance.

Al USB ports are listed in device manager.

any ideas???
