Basically, USB 2.0 support depends on the manufacturer of your USB 2.0 PCI card or motherboard. They provide drivers that normally work in Windows 98/ME/2000/XP.
The advantage with XP Service Pack 1 is that the drivers are native to the operating system. If you install a USB 2.0 device (a PCI card for example), then the drivers might actually perform better than the ones that came from the manufacturer. However, SP1 is not a requirement but more of a recommendation.
