USB 2.0/DVD drive problem

I'm sure somethings have happened that I don't know about here since us techies always get things AFTER they are messed up and people all of a sudden 'forget' what they've done. But I'll try anyway. I have a Win2kPro machine:
2.4GHZ
1.5GB PC2100
80GB HDD

this guy bought a LG Backpack DVD/CD-rw combo drive that runs on USB2.0. He didn't have ports on his PC for it so he bought a 4 port USB2.0 PCI 'hub' card. I installed everything and it ran fine for a few weeks. Now all of a sudden the computer takes longer than usual times to boot right around the spot where you 'crtl-alt-del' to sign on to a network. I pulled this card and boot up was normal. Tried a different PCI port booted, i saw it find and install USB 2.0 hub and USB 2.0 drivers after it found the new hardware...then it tries to install regualr USB and says it can't (odd)...restart, boots after 10 minutes, I go into Device manager and shows everything is fine..then device manager freezes/crashes and i cant open it back up. Last night i removed everything having to do with the dvd/cd-rw drive and remvoed the card just so it would run properly. Anyone have any suggestions to try?
 
. Don't forget the possibility the USB card has gone south.
. Two things that USB devices do not like at all (there have been multiple "fixes" on the XP side of the family):

. Hibernate or suspend
. Plugging the device into multiple ports on the hub device

Your instincts are good, but try:

. In Safe Mode, Device Manger, View - Show all hidden devices
. Find the USB root hub definitions and remove them completely
. Now reinstall the USB Hub board
. At start, it should reload the drivers.

Make sure the user plugs into the same port each time.

And be sure to check if there are updated drivers. If the motherboard of the users system has support for native USB 1.0 or 1.1 devices, you might consider disabling this in BIOS.
