Now i am using URL reporting syntax to render reports
using

Now i am using a fixed user for this report.
So everytime this URL is used it uses a concurrent user and
soon we have no licenses.
Since even though it is closed it does not log off the user.
Is there any way whereby once the user is done with the request he is logged of.

The timeout setting for an infoview user defaults to 20 minutes.

This can be changed by changing the timeout setting in the web.config file found in the infoview folder found at X:\Program Files\Business Objects\BusinessObjects Enterprise 11.5\Web Content\Enterprise115\InfoView where X is your install drive.

As to how you force this logoff when a user disconnects, I can only think of one thing. Each user has preferences and there is a preference "to close a session when the browser is closed".

Set this and each users session should disconnect when they close their session. (If they close their session!)
