URGENT - M2016S

On an Opt11C...
How is a M2016 telephone programed? Documentation states that it's programmed in LD11 and the type is 2016, however when plugged in there aren't any "lights", no action...nothing.

Is there another requirement/field that needs to be datafilled?

Is there a specific hardware requirement?

Any help would be greatly appreciated.

Power can be gotten from a Shumway Brothers set up or from NORTEL power packs. If using the Shumway set up, signal to pair 1 or pins 4 and 5 and the power to pins 2 and 7 on RJ-45 type outlet or pin 1 & 6 for 6 conductor RJ-11
