Urgent: cannot create new DTS package

I tried to create a new DTS package on my development server(via Enterprise Manager) and I received an error message saying that it could not find mdt2fw.dll

I checked my production server (which does not have the DTS problem) and I copied this .dll from prod to dev in the appropriate folder.

Now when I try to create a new package I get the DTS designer window but it remains blank for about 5 minutes and then Enterprise Manager closes.

Does anyone have an idea how to resolve this?

I am getting to the point were I will remove and re-install SQL Server but I really don't want to have to do that.

Generally, when you copy a dll you also have to register it with then command REGSVR32 <dllpath\dllname> from the command prompt.
I don't know if it can help you.
