UPS shutdown?

We have numerous Compaq/HP R3000 UPS's and I have set up each rack as a group with a controller attached via serial cable and members attached to the controller via TCP/IP. When I setup the agents they defaulted to a 5minute shutdown timer with 90-second shutdown delay (buffer). I later went to Insight manager to tweak these servers to shutdown non-critical servers first and critical servers last. I was shocked to learn that these UPS's and Insight manager do not “interactively” monitor battery runtime based on load and battery condition!?!? I called Compaq support and was told that I just need to make a best guess on when to shutdown certain servers and in addition, there was no way to automatically power these servers up after power is restored. So if the power goes out for more than 10 minutes on a Friday night, I get to drive back to the office just to turn on all the servers? Why do we pay a premium for Compaq servers / UPS's if these devices are as dumb as a box of rocks? Or is there another solution out there that can solve this common problem?
 
my understanding is that when the supply returns, the ups resets which will return the power to the servers (they are still switched on) thus the servers come back up and reboot.
We have in excess of 200 servers that act in this way with no problem, no-one has to drive in to power them on only to confirm all is well
 
Strange... my servers do not power back up. In fact, we just had a 2 hour power outage last night and all servers shutdown properly after 5 minutes of battery runtime but when the power was restored, they did not come back up/on. I called Compaq and they said this is by design?
