I have a Merlin phone system plugged into a surge protector strip. Everytime we have a power outage our voicemail system goes offline. I have to power down the panels and restart them. I was thinking of plugging the panels into a UPS, no computer connected. Do I need an APC Smart UPS or is a backup UPS OK? Any recommendations? :-D

What kind of Power is the unit pulling and what kind of uptime are you looking to get from the BackUp unit. I can tell you personally that I know of many people who find this to be the best solution.

Phone system?

What is the load of this phone system?

Has the UPS a feature like no-load shutdown
which might be set at 5 % of its maximum power?

Try to disable the no-load shutdown feature of the UPS
first.

Sorry for my first answer.
It is best to check the power supply of the phone
system first.
If the power supply of the phone system is not able
to work without power for 10 ms then use a so called
true on-line UPS not a line-interactive.
Line-interactive are off-line systems with an Automatic Voltage Reuglation.
