Uploading Files via Web-Form

Hello; my company is wanting to host a challenge similar to the Micros~1 & LinuxPPC hacker challenges, but our challenge, having a *much* different focus, will _require_ that users are allowed to upload and execute their trojans, etc. Can anyone give me a quick app. (in any language...compiled OR Perl/Python script) that will make this possible?<br>
