Uploading data from a desktop app to a central server

I have a desktop application that needs to upload data (stored in an XML file) into a SQL database.

The dsktop app will not be conncted to the network that the database is on.

Is this possible using webservices (all the examples I have seen so far deal with the downloading of XML files)?
