this is a vague question.. faster upload speed to where, the internet or your file server... upload and download speed have alot to do with bandwidth used and bandwidth in capacity...
on a LAN, u have between 10Mbps and 100Mbps, standard... here, your upload and download speed is limited by network card quality, server application load, and how busy your machine is...
on a WAN, which is mostly thru an ISP, u will need to purhcase more uplink bandwidth for increased upload speed....
As STARTAC says, there is no way to directly change upload speed. Your machine will always pump data as fast as it can, the limiting factor is your ISP so you need to call them (and probably pay them too)
I tried this with a 4Mb/s cable modem, (only 512Kb/s upload) and they told me no, it could not be done at all.
This is not the case for everyone, so try.
