Upload new OGM to NS700

I have an NS700 with 004.60012 firmware (yes I know I should upgrade)
I'm trying to upload two new OGMs via File - Import message from PC to PBX
Tried empty locations ie 11 & 12 (OGMs 511 & 512) and also the greeting format is 16 bit 8KHz mono wav (file name is also short)
Looks like they upload but the greetings don't work, if I try to download the NS says 'no file found'
Any ideas?
Happy to upgrade but the system is 50 miles away, and is a 24/7 operation. I also suspect I may have to upgrade in two stages
to the last available Panasonic release?
 
I noticed you used 16 bit. My notes show this for the NS audio file format -

WAV file
G.711 PCM codec
8 kHz, 8 bit sampling rate
Monaural
A-law or u-law encoding
32 MB maximum of G.711
 
I've tried different browsers and low quality wav formats, but the greetings just don't upload.
I even tried downloading the existing OGM & uploading it to another 'location'. Nothing
Don't really want to upgrade the firmware remotely so it looks like a trip to site...
 
Perhaps you just don't have enough capacity for new voice messages at your PBX.
