if a pentium 3 450Mhz processor were to be upgraded to a pentium 4 1.5Ghz would the motherboard have to be changed?

Yes. There are five types of processors you might see between the CPU you have and the Pentium 4. Each requires a different motherboard:

- Pentium III Slot CPU
- Pentium III Socket370 CPU
- Pentium III FC-PGA2 CPU
- Pentium 4 Socket 423
- Pentium 4 Socket 478

The motherboard would have to be changed. Also the memory - if you found a board that would work with your existing memory, you'd still want to change it to take advantage of faster memory. And most likely, you'd need a new power supply.
