Upgrading to Win98SE

My Dell came with Windows 98 installed and with the Win98 CD.
After installing a new hard drive and using the Win98 CD to install Win 98, I purchased the Win98SE upgrade CD. When the upgrade askes for the product key on the first disk and I enter it, I receive a message that the key code is invalid. The registry has the key code that I initially used and is the same one that I enter for the SE upgrade, yet I receive the invalid message anyway.
Is it that the OEM version of Win98 cannot be upgraded to SE?
