Upgrading to W/CKE5 Processor

How do you access the Surrogate Mode Programming options? I am converting to Release 7 and upgrading to the W/CKE5 processor. I am able to communicate with the processor and WinSPM opens the session in the Surrogate mode but I am not sure how to access the programming options. The release 4.0 manual mentions the Surrogate mode of programming and provides 4 steps to perform at your service location before going on site.

1. System Erase
2. Program the Boards
3. System Programming
4. Backup
 
You will need to put in the boards (through programming, not physically) that you plan to use first, then you will be able to program as if you were connnected to the real system.

You are using only a Carrier, Power Supply, and Processor, right? No other cards installed.

That is correct, the power supply and the processor are the only things plugged into the carrire. I get a blank screen when I connect to the processor with WinSPM. All of the options come up on the left side of the screen and the tool bar on the top is active (I am in the processor) but because the processor is empty I do not get your normal SPM screen.
I need to move forward from here. The vendor/sales person said normal proctice is to clear the memory three times then begin the conversion and backup process.
