Upgrading to Front Page 2000

I have just about the entire Office 2000 Suite except Front Page. I am aware that Front Page Express does not qualify for the competitive upgrade package "by itself" but I thought that if I had the rest of Office 2000 (which I did through the competitive upgrade package), I could do the same with Front Page 2000 competitive upgrade. My system won't let me install Front Page 2000 because I supposedly don't have a qualifying product. Is there any workaround to this problem?
