Upgrading to CE8 from Info7 WITHOUT using the APS

I have a machine with info 7 running on NT4 SP6 which I want to upgrade to CE 8 running on Windows 2000 Server. The database used is on another box (SQL Server).

Is it possible to trash the machine, do a fresh install of windows, install CE 8 (or 9) and then import the Info 7 database into CE 8 installation?
