Upgrading to ASP 3.0?

I'm just about to start learning ASP. I have installed IIS on my Win 2000 Pro machine and noticed it's running ASP 2.0. Is there a way to upgrade this to version 3.0? I'm sure there must be.

Is it that IIS 5.0 comes with ASP 3.0 but Dreamweaver Ultra Dev only supports version 2.0?
