Upgrading to 4.0

I'm in the process of upgrading from 3.6 to 4.0 on a BCM200. I've checked the installed keycodes against the Nortel database and it's saying I have 8 more VM boxes and 4 more IP clients installed than I should have.
What could be the cause of this and is there a resolution? I'm not the original administrator, so I'm not sure if there were any shenanigans but I guess it's a possibility.
 
Could be that there were additional keycodes were generated against that system ID by a different vendor and not applied, or a auth code generated against that ID by accident. The typical problem is seeing less keycodes than you really have.

Maybe Nortel gave you a late Christmas present.
