upgrading reports from CR 9 to XI and having problem with crdb_oracle.dll

I have a visual basic 6.0 system that I am trying to convert cr 9.0 files to cr xi reports.

In CR itself, the converted files work fine but when I run it via the visual basic 6.0 file it gives me an error cannot load crdb_oracle.dll.

Does anyone know how to fix this? Thanks in advance lhuffst
