Yes, but as you probably know, you will have to program the Legend by hand, and you may need a new power supply.
The story book says you really do need one, but if you don't change the config, you can get away without it. This also means thatif you add MLX sets down the road, then yes, you will need a new one.
I did one the other day and all I did was swap the Processor and do the programming. It had only about 8 Sets, no T1 & no voice mail.
