upgrading IE 4.0 to IE 5.0 in WIN 98

I have hebrew enabled WIN 98, whenver I try to upgrade to IE 5.0 I keep getting the message:

EXPLORER caused a general protection fault

try upgrading to 5.5 (just goto windowsupdate.microsoft.com)

I should have mentioned - I tried all IE 5.X (including yesterday 5.5) - they all have the same result!
