Upgrading from Win95-mouse/cursor problems

I have a Windows 95 pc that I've tried to upgrade on two occasions. The first time I was upgrading from Windows 98 the second time to Windows ME. After both of these upgrades and the problems I restored them back to 95 (thank you, Drive Image!). The problem was that the cursor did not necessarily respond correctly to the movement of the mouse. Sometimes moving the mouse to the right would actually get the cursor to move right. Most of the time it would move back left/right/left/right while overall moving to the right. So at best I had a "shaking" cursor moving in the correct direction. At worst the cursor would just go where it wanted. It seemed as though the faster I moved the mouse the worse the problem. I spoke to MS tech support after the 98SE upgrade. They could not pinpoint the problem. By the time I had called them I had already changed the mouse to several types, and uninstalled the drivers, and where applicable the IntelliPoint software. None of these steps did anything to change the symptoms. MS tech support left off with the fact that the upgrade doesn't work on all machines. I'm sure something has been overlooked. I've also thought of the fact that on this pc TweakUI has been used. Is there a registry entry that could cause something like this? The mouse setting in TweakUI are the default ones so I don't think that should be a problem. I'm just throwing out possibilities as this pc has me stumped. Right now I'm using an PS-2 MS IntelliMouse with IntelliEye. I'm running the latest version of IntelliPoint.
My other thought is to do a clean install but with the size of the drives in this pc it would be a big project to get all the settings, software, etc. back. I'm resigned to the fact that this may be the only way but I'm hoping someone has either seen something like this or if someone can recommend a tool for migrating software, settings, etc. from one pc running 95 to another running 98 or ME. I've never had a use for such software in the past but if there's something like this it would make my job a lot easier right now. [sig][/sig]
