Upgraded to WIN98. Sound card problems?

Upgraded to WIN98 SE. (no speakers on desktop right now) Whenever any sound plug-in tries to load, system totally hangs up. Have to reboot. Novice here. Husband did the installation. Novice also. What needs to be "fixed" so I won't have to reboot everytime I stumble on a site that wants to download sound?

Try reloading your browser (Get IE5.5 from MS!).
Go to the msupdate site, get all updates.
Go into device manager, remove modem, sound card, and all com ports.
Restart, reinstall.
If it still fails, go to device manager, System devices, PCI bus, IRQ steering. Disable it. Restart.
