Found Solution, Avaya has advised a bug with the Wizard. Fix is in the works with Avaya. A work around is available. Delete the name for phone line. I tried it and it now works.
I used it to just create the config and the expansion modules for a 406 V2, 3 X DS30s, and 1 Phone16 - the wizard was fine! Haven't had any problems with V3 Wiz
