Upgraded from PCI Geforce 2 to AGP Gf 4 and D3D won't work anymore.

I run Win98SE with 1.5Ghz and 512MB and I finally got my hands on an AGP card. I swapped my PCI Geforce 2 MX 400 for an AGP Geforce 4 MX 420. I have re-installed my vid Drivers and DirectX 9. I switched my IRQ allocation to AGP in the BIOS but advanced display properties tells me it is still in PCI mode. How can I correct that? Here is the error message I get when trying to start a game (Army Ops):

You have to totally uninstall all nvidia drivers
from your system first .
Boot your system so video only use standard vga driver .
Then install drivers for nvidia again .
